Lord Gill was appointed Lord Justice Clerk and President of the Second Division of the Inner House in November 2001. (1)  Lord Gill was appointed a Judge in 1994, and Chairman of the Scottish Law Commission since 1996. He graduated from the Universities of Glasgow (MA, LLB) and Edinburgh (PhD) and lectured in the Faculty of Law, Edinburgh University, from 1964 until 1977. He was awarded an Honorary Degree (LLD) by Glasgow University in 1998.

Lord Gill is a member of the Lands Valuation Appeal Court.

He was admitted to the Faculty of Advocates (2) in 1967 and appointed Queen's Counsel in 1981. He was called to the English Bar (Lincoln's Inn) in 1991. Lord Gill was an Advocate Depute from 1977 to 1979.

He was standing Junior Counsel (3)  to  the Foreign and Commonwealth Office (1974-77), the Home Office (1979-81) and the Scottish Education Department (1979-81). He has been a member of the Scottish Legal Aid Board and the Scottish Valuation Advisory Council and Deputy Chairman of the Copyright Tribunal.

From 1987 to 1994 he was Keeper of the Advocates' Library and a Trustee of the National Library of Scotland. He is the author of "The Law of Agricultural Holdings in Scotland" (1982, 3rd ed. 1997).

Lord Gill is Chairman of the Board of Governors of the Royal Scottish Academy of Music and Drama.



(1) The Inner House acts mainly as a court of appeal in civil matters. It is divided into two divisions, each consisting of four judges. Each division usually sits with three judges.

(2) The Scottish Bar.

(3) Standing Juniors are appointed by the Lord Advocate to advise and represent government departments.

No 10: Privy Council Appointments 22 February 2002

The Queen has been pleased to approve that the Honourable Lord Gill and the Honourable Lord Hamilton be sworn of Her Majesty's Most Honourable Privy Council on their appointments to the Inner House of the Court of Session in Scotland.

The Honourable Lord Gill has succeeded the Right Honourable Lord Cullen as Lord Justice Clerk and the Honourable Lord Hamilton has been appointed an Inner House Judge.
